A passenger who allegedly fled the scene of a fatal crash in Woonsocket last month has surrendered to authorities. The Woonsocket Police Department has identified that passenger as 26-year-old Jacob Hadley of Bellingham, Massachusetts. Investigators say on April 21 a crash occurred on South Main Street and Providence Street. In that crash, police allege Hadley and driver Reed Barbour of Franklin, Massachusetts, collided with another vehicle and then fled the scene on foot. The driver of the other car, 55-year-old Thomas Seuss, injured a head injury.
