WOONSOCKET – As the Blackstone River crested at below its flood stage Wednesday afternoon, ,the Rhode Island Department of Environmental Management (DEM) announced it was lifting its no-contact advisory for the river's waters as concern over Woonsocket Regional Wastewater Treatment plant water quality impacts also eased. The DEM announced it was lifting the advisory issued on March 1 advising residents to refrain from contact with the river's waters below the treatment plant outfall to the Slater Mill Dam in Pawtucket as a result of improvements in the plant's discharge process, according to Michael J.
