WOONSOCKET – Representatives from Rhode Island Housing appeared before the City Council Monday night to make their case for a vacancy tax exemption that would allow them to offer foreclosure intervention to city residents. After an initial 40-minute discussion, however, no firm commitment was offered by either party. The dispute concerns a program created by the state's Madeline Walker Act that allows the quasi-public Rhode Island Housing agency to buy liens on 1-3 unit owner-occupied properties when the owners have fallen behind on their taxes.
